Education Secures €2m Grant To Enhance Data Systems

The Ministry of Education (MOE) has secured a €2 million grant from the European Union (EU) and UNICEF to strengthen Liberia’s Education Management Information System (EMIS), a move aimed at advancing data-driven planning and decision-making in the education sector.

The announcement was made by Deputy Minister for Press & Public Affairs at the Ministry of Information, Daniel Sando, during the regular MICAT press briefing on Thursday, April 17.

He described the grant as a significant step toward promoting transparency, accountability, and improved learning outcomes. “Quality data enables informed decisions that benefit every student, teacher, and school,” he stated.

The upgraded EMIS will significantly boost Liberia’s capacity to gather, analyze, and apply reliable education data—crucial for enhancing student outcomes nationwide.

“This initiative will directly support the MOE’s EMIS Division and extend benefits to the Ministry of Youth and Sports, particularly in strengthening Technical and Vocational Education and Training (TVET),”

By bridging the information gap in the TVET sector—often underrepresented in national data—the improved EMIS will offer a comprehensive view of TVET in Liberia. It will track key indicators such as enrollment, graduation rates, employment outcomes, and resource allocation.

This agreement represents a major milestone in the government’s ongoing efforts since 2024 to modernize and build a responsive education system.

The project emphasizes expanding data capacity in the TVET sector and enhancing collaboration with the Ministry of Youth and Sports.

With outdated curricula, limited funding, and weak assessment mechanisms among the sector’s challenges, EMIS is seen as a foundation for creating an equitable, inclusive, and globally competitive education system.

Development partners including UNESCO, UNIDO, the World Bank, and UNICEF have endorsed the initiative, citing its potential to transform educational planning, service delivery, and public confidence. These partners have collectively invested over $40 million in Liberia’s TVET sector.

The Ministry of Education extends its sincere gratitude to the EU and UNICEF for their continued support in advancing inclusive education for all Liberians.
