The Civil Service Agency (CSA), under the leadership of Director-General Josiah F. Joekai, has launched its ambitious 2025–2029 Strategic Plan aimed at transforming Liberia’s civil service.
This comprehensive plan is aligned with the Government of Liberia’s ARREST Agenda for Inclusive Development (AAID), which prioritizes Agriculture, Roads, Rule of Law, Education, Sanitation, and Tourism.
During the official launch, Joekai emphasized the critical role of innovation and collaboration in achieving the plan’s goals.
He described the Strategic Plan as more than a blueprint—it’s a catalyst for national development, focused on creating an effective, equitable, and modern public sector that is equipped to meet present and future challenges.
As the central agency responsible for government human resource management, the CSA plays a pivotal role in enhancing public sector performance and driving reform.
The Strategic Plan is structured around five core pillars: Institutional Effectiveness, Research and Innovation, Sustainability and Resilience, Capacity Building, and Stakeholder Engagement. These pillars aim to eliminate systemic inefficiencies, foster data-driven policy decisions, strengthen partnerships, and build a resilient civil service.
Key priorities include streamlining internal operations, improving coordination across departments, and enhancing financial oversight. Initiatives such as internal process audits, workflow optimization, and the adoption of performance-based management systems will support merit-based recruitment and fair evaluation practices.
In alignment with the ARREST Agenda, the plan underscores CSA’s dedication to advancing national development through improved governance, economic transformation, and human capital development.
The CSA has already made progress through initiatives like the Employees Status Regulation Project (ESRP), Legal Power of Attorney (LPA) Scheme, Civil Service Training Center (CSTC), and the introduction of an Automated Civil Service Test—reforms that have strengthened payroll integrity, accountability, and operational systems.
Joekai extended his appreciation to President Joseph Boakai, for his visionary leadership and support for governance reform.
He also recognized the contributions of his deputies, Darlington A.P. Smith and Dahnu Miayen, as well as CSA staff, consultants, technical advisors, and development partners, whose continued collaboration remains essential to realizing a modern, resilient, and citizen-focused civil service.
