‘Suspend MCSS Officials Linked To Insurance Scandal CENTAL Urges Gov’t

The Center for Transparency and Accountability in Liberia (CENTAL) has called on President Joseph Boakai to take swift administrative action by suspending officials of the Monrovia Consolidated School System (MCSS) linked to a reported L$9 million insurance scandal.
CENTAL said the scandal, if not thoroughly investigated and addressed, risks damaging the credibility of public institutions and undermining national efforts to fight corruption.
On April 8, 2025, the Financial Intelligence Agency (FIA) Officer-in-Charge, Mohammed A. Nasser recommended a full-scale probe into the MCSS insurance scheme.
This came after the agency uncovered suspicious financial transactions involving MCSS employee Sonita Dangan and a suspected employee of Sky Insurance Company, Kabineh Keita.
FIA’s findings reveal that Dangan received 8.1 million Liberian dollars in checks from Keita, despite no existing business relationship between the two. Sky Insurance is reportedly a service provider to MCSS.
Addressing the press on Monday, April 21, 2025, CENTAL Executive Director, Anderson Miamen, expressed grave concern over the allegations and their potential impact on public trust and anti-corruption efforts.
“If not adequately investigated and convincingly addressed, these grave allegations will tend to undermine stakeholders’ trust in the system,” Miamen said.
“They also give an indication of the perpetuation of a culture of impunity for corruption and other offenses that have long plagued the country,” he stated.
In addition to the insurance fraud allegations, Miamen noted that separate reports suggest MCSS administrators charged US$920 per teacher for participation in a government-sponsored study abroad program in India.
The cost of the program, he said, was already covered by the government.
“These are deeply troubling reports, especially at a time when the education sector is in dire need of financial and non-financial resources to address challenges related to infrastructure, staffing, supervision, and capacity building,” Miamen stressed.
He added that the mismanagement of public funds not only threatens the quality and accessibility of education but also affects marginalized groups, including students with disabilities, who rely heavily on government-supported education services.
Miamen highlighted that recent protests by students and strike actions by teachers point to growing dissatisfaction within the sector. Such incidents, he said, reflect the urgency of the situation.
“CENTAL believes that a firm response from the presidency will send a strong signal against corruption and reinforce the administration’s commitment to good governance,” he said.
“Therefore, we beseech President Boakai to take timely administrative action by suspending the officials at the center of the alleged scandal and corruption, pending the outcome of the Liberia Anti-Corruption Commission’s (LACC) independent investigation,” Miamen concluded.
