The people of NIAO Development in Grand Gedeh County last Saturday bestowed honor on one of its sons, Dr. William Deiyan Towah for recently obtaining a Doctorate degree from the Walden University, Minneapolis, Minnesota, United States of America in Public Policy and Administration, with emphasis in Public Management and Leadership.
He is currently the Director of Administration and Finance at the ECOWAS Community Court of Justice, in Abuja, Federal Republic of Nigeria.
In his present position at ECOWAS, he is among other things responsible to manage the day-to-day administrative Secretariat of the Court and serves as the channel of communication between the various departments and the office of the President of the Court on Administrative matters.
During the well-attended and colorful program, the NIAO people gowned the honoree and praised him for his achievements in education, as well as his concern for his people and also his contributions in the Liberian society from different positions in which he had served.
In what he termed as “Fruit for Thoughts” remarks, Dr. Towah warned against tribalism. He said people are members of a specific tribal group not based on their own volition, but something that is divine that no one has control over.
“No one asked God to be a member of a special tribe; this is divine,” he added. He then urged Liberians to avoid tribalism, but to celebrate tribal diversity, to move the country forward and not backward. He said there is nothing wrong to belong to a tribe but what matters is one’s contents of your character.
He likened the situation of diversity as being members of different tribes that live in the same house, pointing out that if anything happens in that house, all of its occupants must cooperate to solve or else, all would be affected.
The honoree, who is a public service expert, is a candidate of Law. In 2007-2008, he attended the Louis Arthur Grimes School of Law, at the University of Liberia, but could not complete because he had to attend the call of duty at EXOWAS. He obtained his Masters of Arts Degree in Strategic Management from the Saint Mary’s (Catholic) University of Minnesota, United States in 2005. Earlier, Dr. Towah obtained his Bachelors of Business Administration in Accounting from the University of Liberia in 1992.
He is a member of many international professional organizations among which are: America Management Association (AMA), American Society for Public Administration (ASPA), America Association for Budget Analysis (AABA), African Association of Public Administration and Management (AAPAM), National Institute of Health Research (USA), and an affiliate member of the Liberia Certified Public Accountants (LICPA).
He has undergone many reputable professional studies that cut- across many disciplines from around the world, some of which include Professional Accounting Studies in the United Kingdom; Managing Public Finance at the Harvard University, USA; Court and Case Management for Court Administrators at the International Law Institute, USA; and Arbitration, Mediation and Conflict Resolution at The Center for Management and Administrative Excellence in South Africa, to name a few.
Besides his mother’s tongue, Krahn, Dr. Towah is excellently versed in English with working knowledge In French and Portuguese.
2007 to 2010, DR. William Towah was a recipient of outstanding Public Service Award from the Government of Liberia for his distinguished service to the people of Liberia when he served as Public Policy Specialist to the Liberian Government, serving in the Two Top Niche Civil Service Programs the TOKTEN and the SES programs that were funded and co-managed by the donor community.
