The Executive Director of the National Disaster Management Agency (NDMA), Ansu Dulleh, has emphasized the dual benefits of domestic emission trading as a tool for environmental protection and economic growth during his keynote address at the Domestic Emission Trading Symposium at ADA University in Baku.
“Domestic emission trading is not just about controlling pollution; it’s about creating opportunities for economic growth through sustainable practices. By building the capacity of local communities and civil society, we can ensure that the carbon market benefits everyone, especially those most vulnerable to climate change,” Dulleh remarked.
The symposium convened policymakers, academics, environmentalists, and industry leaders to explore the implementation and advantages of domestic emission trading systems.
These systems operate by setting a cap on total greenhouse gas emissions and issuing tradable permits to polluters.
This market-based approach incentivizes companies to reduce emissions in the most cost-efficient ways while fostering a financial framework that rewards sustainability.
During his address, Dulleh detailed key strategies for successful implementation, including the necessity of strong legal frameworks, transparent processes, and active community engagement.
He highlighted how emission trading systems help countries achieve their climate goals while driving economic efficiency by concentrating reductions where they are most affordable.
He also underlined the critical role of education and capacity-building initiatives in empowering local communities to participate effectively in the carbon market.
“Collaboration between governments, businesses, and civil society is essential for realizing the full potential of emission trading systems,” Dulleh added.
The symposium provided a platform for participants to discuss how these systems can be adapted to different national contexts, with Azerbaijan’s environmental sustainability and economic diversification efforts serving as a focal point.
ADA University’s event forms part of a global initiative to enhance dialogue on climate change mitigation and explore innovative solutions to reduce greenhouse gas emissions.
Mr. Dulleh’s contributions reflect NDMA’s commitment to advancing international environmental strategies while ensuring sustainable development at home.
