Former NEC Boss James Fromoyan has officially assumed his role as Chairperson of the Liberia National Commission on Arms (LiNCA) in a ceremony attended by high-ranking government officials, development partners, civil society organizations, and family members.
Chairman Fromoyan expressed profound gratitude to President Joseph Boakai for the trust placed in him and pledged to bolster security and unity, vowing to justify the President’s confidence.
Reflecting on his previous tenure as Chairperson of what was then the Small Arms Commission, Fromoyan promised to build on his legacy and drive forward the mission of LiNCA.
Emphasizing accountability, Chairman Fromoyan announced plans to commission an audit of the previous administration, aligning with President Boakai’s anti-corruption agenda.
He assured the workforce of a respectful and unified environment, stating, “There is no plan to dismiss any employee of LiNCA. Our focus is on reviewing the Commission’s payroll with the help of the Civil Service Agency.”
Fromoyan pledged to collaborate with national security actors, ECOWAS, UNDP, EU, and civil society to enhance peace and security in the region.
His strategic vision includes institutional restructuring, capacity building, and extending LiNCA’s reach beyond Monrovia through regional and county structures.
Fromoyan also aims to review and harmonize the legal framework for arms control, update small arms and light weapons data, and operationalize a civilian arms registration program.
He stressed the importance of public education to combat the trafficking and circulation of illicit arms, urging all Liberians and residents to support efforts to maintain safety and stability.
“We commit to working with all stakeholders to ensure that Liberia remains on the path of durable peace and stability through a robust arms control program,” Chairman Fromoyan concluded.
