The House of Representatives has mandated a Joint Committee to conduct a thorough review of all concession agreements across Liberia.
This decision was reached during the plenary session held on Thursday, February 27, 2025, following a formal communication from Rep. Moima Briggs-Mensah, Representative of Bong County Electoral District 6.
The Joint Committee comprises members from the Committees on Contracts & Monopoly, Investment & Concession, Labor, Mines & Energy, Natural Resources & Environment, and Judiciary.
Their primary responsibility is to evaluate the performance, compliance, and overall impact of concession agreements on Liberia’s economic growth and development.
In her communication, Rep. Briggs-Mensah emphasized the importance of reviewing these agreements to ensure they serve the best interests of the nation.
She highlighted concerns regarding investors’ compliance with contractual obligations, the balance between foreign investment benefits and national interest, and the broader economic, social, and environmental implications of these deals.
“This review is critical to ensuring that concession agreements align with Liberia’s long-term development goals and contribute positively to the welfare of its citizens,” Rep. Briggs-Mensah stated.
She further warned that failure to conduct such an assessment could undermine national development efforts and prevent Liberia from fully maximizing the benefits of its natural resources.
In a related development, the House has announced that the Joint Committee will be chaired by Rep Foday E. Fahnbulleh, Representative of Bong County Electoral District 7.
Under his leadership, the committee is expected to immediately commence its review process, assessing the effectiveness and compliance of existing agreements.
As part of its mandate, the committee will summon concessionaires for hearings to examine their adherence to contractual obligations, operational impact, and contributions to Liberia’s economic growth.
Concession holders are urged to cooperate fully with the review process, as failure to do so may result in legislative actions.
Rep. Fahnbulleh reaffirmed the House’s commitment to transparency, accountability, and economic sustainability, ensuring that all concession agreements benefit the Liberian people.
