The Government of Liberia through the Environmental Protection Agency (EPA) in partnership with the United Nations Development Program (UNDP) under the Climate Promise Phase II project on Wednesday 5 April 2023 commenced a three-day capacity-building training in Gompa, Nimba County for designated Nationally Determined Contributions (NDC) Focal Points in the nine NDC sectors.
The training attracted 50 participants from sectoral ministries, agencies, and commissions, including the NDC In-Country Facilitator, facilitators, and technical staff of the EPA and UNDP.
It is intended to help focal points effectively monitor, track progress, and report on NDC implementation-related activities in Liberia.
urging the training, UNDP Program Coordinator, E. Abraham Tamba Tumbey, said trainees will also be empowered on how to track mitigation and adaptation progress from the NDC implementation plan.
He disclosed that they will be acquainted with the NDC financing strategy, grant proposal development and negotiation skills, project implementation, monitoring, and reporting.
Mr. Tumbey said that the Government of Liberia revised and updated its NDC and submitted it to the United Nations Framework Convention on Climate Change (UNFCCC) on August 4, 2021.
The submission of the reversed NDC to the UNFCCC was done in fulfillment of the country’s commitment to the Paris Agreement which requires each Party to prepare, communicate and maintain successive nationally determined contributions (NDCs) that it intends to achieve.
Speaking at the start of the workshop, the Focal Point of the United Nations Framework Convention on Climate Change (UNFCCC), and Manager of the Multilateral Environmental Agreements (MEA) at the EPA, Jefferson F. Nyandibo disclosed that the NDC process has been a long journey to arrive to ambitious targets to drive climate actions.
He hopes that the sectors will be willing to support the Government of Liberia achieve its inherent objectives in terms of the full NDC implementation.
Mr. Nyandibo said he is looking forward to the full coordination by all the sectors to drive the NDC implementation process.
Dorsla Farcathy, a representative of the UNDP lauded the Government of Liberia for developing an ambitious NDC, NDC implementation plan, and the NDC financing strategy.
Speaking on behalf of UNDP Country Representative Stephen Rodriques, Mr. Farcathy said that UNDP remains a firm partner to Liberia as far back as the 1970 and reaffirms it supports Liberia achieve its national development agenda and the UN Sustainable Development Goals (SDGs).
He disclosed that the UNDP supported Liberia revise and updated its NDC across key critical sectors.
Mr. Farcathy promised that UNDP support to Liberia on NDC implementation will be highlighted at the training when partners outline their support to Liberia’s NDC on April 7.
He explained that gender and youth are key focus areas for UNDP’s support to Liberia’s NDC and assured that UNDP as part of the Climate Promise Phase II will support Liberia to drive successful NDC coordination and implementation.
Mr. Farcathy lauded Prof. Wilson K. Tarpeh, executive director of the EPA, and other sector actors for designating sector focal points to complement the government effort to ensure successful NDC implementation.
Speaking on behalf of EPA Executive Director, Prof. Tarpeh, Benjamin S. Karmorh, EPA Chief Technical Advisor highlighted the strong partnership that led to the revision of Liberia’s NDC.
He disclosed that the process started with consultations which culminated in an ambitious NDC which is premised on nine climate-sensitive sectors to address climate action in Liberia.
According to him, UNDP together with the Government of Liberia has taken and continues to take chronological and sequential steps to ensure that Liberia successfully implements its NDC.
Mr. Karmorh lauded the NDC partnership and partners for their continuous support of Liberia in terms of NDC implementation.
He urged focal points to identify major milestones and projects that would help drive NDC implementation.
Mr. Karmorh recognized that achieving the ambitious NDC targets requires finance.
