The Government of Liberia(GoL) has convened a high-level meeting of cabinet ministers, heads of agencies, and commission leaders, setting the tone for a unified and accountable governance approach under the 2025 Performance Target Setting Process (PTSP).
The session spearheaded by the Office of the Cabinet Secretariat at the Ministry of State for Presidential Affairs marks a significant step in aligning government performance with the ARREST Agenda for Inclusive Development (AAID).
The meeting which was held on Tuesday, April 15, 2025, in Monrovia brought together key government officials to foster stronger collaboration and coordination across Ministries and agencies in accelerating national growth and development.
Giving an overview of the 2025 Performance Target Setting Process(PTSP), Director General of the Cabinet Nathaniel T. Kwabo described the process as a government-wide shift toward performance-based planning, coordination, and accountability.
He noted that the initiative is central to ensuring that public institutions do not operate in silos, but rather work collaboratively toward Liberia’s broader development goals.
According to him, the PTSP is more than a bureaucratic exercise; it is a tool to monitor progress, measure results, and hold leaders accountable.
DG Kwabo also announced that the next phase of the process will feature intensive training for Deputy Ministers and PMCS Focal Persons, aimed at strengthening implementation and reporting mechanisms across all government institutions.
Welcoming participants, Jamaima Harris from the Cabinet office challenged ministries and agencies to go beyond rhetoric and translate government priorities into actionable, measurable outcomes.
“This gathering is not just a meeting; it’s a call to action. The success of our development agenda depends on what each of us is willing to do differently, starting now,” Harris declared.
Harris emphasized that under the 2025 PTSP, Ministries, Agencies, and Commissions will be held to clearly defined targets that reflect their mandates and contribute directly to national goals.
With Liberia facing significant economic and social challenges, the Performance Target Setting Process offers a pathway to smarter governance, strategic delivery, and meaningful change.
As the government rallies its leadership around shared goals and measurable progress, the message is clear, performance will be monitored, results will be demanded, and accountability will be enforced.
