An eminent Public policy expert, William Deiyan Towah, Director of Administration and Finance, Community Court of Justice, ECOWAS, Abuja, Nigeria, recently obtained a doctorate degree from the Walden University, Minneapolis, Minnesota, United States of America in Public Policy and Administration, with emphasis in Public Management & Leadership.
He is also consultant/Senior Policy Advisor (Pro Bono), African Center for Elections & Governance (ACEG), Accra, Ghana. Dr. Towah also worked as Budget Officer, West African Health Organization (WAHO), Bobo-Dioulasso, Republic of Burkina Faso.
In his present position at ECOWAS, he is among other things responsible to manage the day-to-day administrative Secretariat of the Court and serve as the channel of Communication between the various departments and the office of the President of the Court on Administrative matters; supervise all aspects of Human Resources (HR) including recruitment, evaluations and training, Procurement, protocol & Conference, IT, Budgeting & monitoring and Finance; Facilities, Equipment and Fleet Management, and Security.
He also supervises planning & development and knowledge transfer initiatives; manage relationships with other ECOWAS institutions and coordinate engagements with member states & related institutions and partner relations on administrative matters; serve as the Accounting officer of the Court and report to the President of the ECOWAS Court of Justice.
Prior to going international, Dr. Towah, served in many positions in Liberia. They include Managing Director, National Housing Authority (NHA), Vice President for Operations, National Housing & Savings Bank (NHSB); Deputy Minister for Expenditure & Debt Management, Ministry of Finance, Republic of Liberia; Director General, and National Food Assistance Agency. Deputy Minister for Administration, Ministry of Posts & Telecommunications, Monrovia, Liberia, and Deputy Minister for Administration & Acting Minister respectively, Ministry of Agriculture.
Dr. Towah, once served as Unit Director, Aid Management Unit, Ministry of Finance; Strategic Management Consultant, Ministry of Public Works (MPW), Member Board of Directors National Housing Authority (NHA) and lecturer, College of Business & Public Administration, University of Liberia.
While in the United States, Dr. Towah, among other things worked as guest lecturer, Social Economics, Graduate School of Business, Saint Mary’s (Catholic) University, Minneapolis, Minnesota, USA; Manager, Homeward Bound Incorporated, Brooklyn Park, MN, USA and Associate, TCF Bank, Mpls, Minnesota, USA.
