President Joseph Boakai has launched the Performance Management and Compliance System (PMCS).
This initiative which took place at the EJS Ministerial Complex marked a significant commitment to fostering transparency, accountability, and efficient governance in the country.
“Today, we stand together at a pivotal moment in Liberia’s journey toward transparency, accountability, and efficient governance,” President Boakai declared.
He emphasized that the PMCS is not merely a new administrative tool but a cornerstone of the government’s dedication to serving every Liberian citizen effectively.
The President expressed profound gratitude to the various stakeholders involved in the development of the PMCS, including government agencies, public servants, and international partners like the United Nations Development Program. “Your unwavering support has been instrumental in bringing this system to life,” he stated.
Underlining the PMCS’s alignment with his administration’s ARREST agenda, which prioritizes responsible and responsive governance, Boakai highlighted the system’s role in establishing clear performance targets, monitoring achievements, and enhancing the services provided by public institutions.
“This is not only an internal tool, but a public commitment, a promise that we will govern with accountability, measure our success with transparency, and work continuously toward improvement,” he said.
The PMCS is designed to raise standards for Ministries, Agencies, and Commissions, fostering a public sector focused on results and service delivery.
The President reiterated, “For too long, the weight of unfulfilled promises, inefficiencies, and corruption have hindered our progress. But today, we are taking concrete action to break that cycle.” He noted.
President Boakai delivered a strong message against corruption, asserting that the PMCS will ensure no one is above scrutiny and that all performance will be measured.
“There will be no room for corruption in this government,” he stressed.
He added that the system will actively prevent, detect, and address inefficiencies and wrongdoing at every level.
In addressing current allegations of corruption that have surfaced in public discourse, Boakai emphasized the need for a fact-based approach. “While we remain resolute in our fight against corruption, it is important that our actions are guided by facts, not rumors or personal vendettas,” he stated.
He urged the public to be patient as the government conducts thorough investigations and assured them that anyone engaging in corrupt practices would face legal consequences.
The PMCS is part of a broader effort to restore public trust, improve service delivery, and ensure that Liberia remains committed to ethical governance.
The President noted that the system will monitor and evaluate the performance of public officials, ensuring that government resources are utilized efficiently and promises are fulfilled.
“This effort is not just about improving systems; it is about changing culture. As leaders, we must lead by example, embracing transparency and demanding accountability while ensuring our actions reflect the needs of the people we serve,” he urged.
The President called on public servants and citizens to unite in this endeavor, “Together, we must build a Liberia where every citizen can trust that their leaders are working in their best interests.”
He also acknowledged the vital contributions of international development partners, expressing gratitude for their ongoing support.
Boakai emphasized that the launch of the PMCS is just the beginning. “The true impact of the PMCS will come through its sustained implementation and the collective commitment of every public servant,” he said.
He urged all stakeholders to embrace the principles of accountability and performance and to hold the government to the high standards set forth.
President Boakai rallied support for this critical initiative that aims to reshape the future of Liberia’s public administration.
“Let us move forward with determination, knowing that today marks a turning point in our journey toward good governance, integrity, and accountability,” the President concluded.
