The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, under the multi-donor partnership Energising Development (EnDev), invites companies to submit an EOI for the participation in a Results-based Financing (RBF) programme in Liberia which addresses the following objectives:
- Objective: Supporting local MSMEs to scale access to improved and cleaner charcoal and firewood cookstoves in Liberia reaching up to 20,000 ICS sales
- Subsidy model: GIZ will provide a USD 5.- (five United States Dollar) subsidy per stove sold after verification of results achieved.
- Stoves supported: Stoves must be locally produced or assembled, and fulfill the following requirements:
- User group: Domestic / households
- Fuel type: Firewood or charcoal ICS

- Fuel saving of min. 40% (for firewood stoves) – measured by Controlled Cooking Test (CCT)
- Fuel efficiency:
- Or fuel saving of min. 30% (for charcoal stoves) – measured by CCT
- Or thermal efficiency of min. 20% – measured by Water Boiling Test (WBT) or ISO Lab test
- Certified by tests results / accredited testing institution.
- Company eligibility:
- Fully registered and locally owned Liberian companies
- Duration: Companies will be contracted for a period starting 15th May 2025 to 31 December 2025 with a possibility of extension.
The EOI is the first stage of a two-stage tender process. The objective of the EOI process is to identify and pre-register companies that are interested in entering into the proposed contract and have suitable capacity, capability and experience. Only shortlisted candidates, fulfilling the below requirements, will receive the full terms of reference (ToR) and will be asked to submit a full proposal.
EOI must be submitted by email to LR_Quotation@giz.de and submitted no later than the 12 May 2025 at 5:00 PM GMT. NOTE: Kindly mention “EOI RBF” in Email Subject line otherwise it may be rejected. The maximum email size is 15 MB per email.

Main Duties &Responsibilities:
The primary role will be to work with the Internal Audit Team in examining existing internal controls, evaluating the effectiveness and efficiency of systems of controls, performing objective, independent and reliable assessments of the effectiveness of the bank’s compliance with applicable regulations and its internal control environment.
SPECIFIC DUTIES & RESPONSIBILITIES:
- Prepare for and conduct financial and operational audits, examinations, internal control reviews and special investigations of the branch on a regular basis.

- Perform daily cull over of tellers’ transactions to identify errors for immediate corrections.

KEY SELECTION CRITERIA:
- Bachelor’s Degree in Accounting (preferred), Finance or business management (a professional certificate in Audit will be an added advantage)
- Minimum 3 years in the banking sector audit or 5 years in a bank operations role
- Ability to interpret financial date and identify control gaps
- Must possess STRONG REPORT WRITING, VERBAL & COMMUNICATIONS skills
- Must have no criminal record.

(April 22, 2025: Monrovia, Liberia)—In a vital step towards enhancing public health safety, the Liberia Medicines and Health Products Authority (LMHRA) and the Liberia Drug Enforcement Agency (LDEA) have reaffirmed their commitment to work together in combating the illegal importation and distribution of controlled and illicit substances in Liberia.
During a recent courtesy meeting, LMHRA Managing Director Dr. Luke L. Bawo and LDEA Director General Hon. Anthony K. Souh discussed their collaborative efforts to address the challenges of drug trafficking and the distribution of unsafe health products. They explored strategies to improve cooperation, strengthen regulatory frameworks, and enhance enforcement mechanisms to protect citizens from the effects of illicit drugs.
“This partnership is vital for ensuring that Liberians have access to safe medicines while tackling the threat posed by illegal substances,” Dr. Bawo stated. He highlighted the need for coordinated efforts to monitor and regulate the pharmaceutical sector, emphasizing that successful public health initiatives rely on collaboration among governmental bodies.
Dr. Bawo explained the complementary roles of the LMHRA and LDEA: the LMHRA is responsible for ensuring the safety, efficacy, and quality of medicines entering the country, while the LDEA focuses on curbing the flow of illicit substances. He noted that the LMHRA registers all medicines and health products imported through ports of entry to ensure safety for public consumption.
Addressing the issue of substance abuse, he acknowledged the LDEA's critical role in drug-related arrests and seizures. “Our aim is collaboration, not competition, as both agencies pursue the same goal: the safety of the Liberian population,” he remarked.
Dr. Bawo also announced that the LMHRA would provide resources such as its laboratory facilities and incinerators to assist the LDEA in testing and safely disposing of confiscated illicit substances. He stressed the importance of security in regulatory enforcement, considering that the LDEA operates as a paramilitary agency of the government.
Director Souh reiterated the LDEA’s commitment to improving public perceptions of the agency’s work. "Today, I assure you that the LDEA will work with the LMHRA to change any negative views about our services," he stated, advocating for strengthened relationships and ongoing discussions around drug trafficking and abuse.
Both agencies plan to implement joint training programs, awareness campaigns, and collaborative operational strategies to boost their effectiveness. This renewed partnership comes in response to growing concerns over drug-related crimes and the dangers posed by substandard and falsified medications.
During the strategic meeting on April 22, 2025, at LMHRA's headquarters in Monrovia, leaders from both agencies agreed to develop a legal framework that will delineate their roles in preventing the distribution of unauthorized drugs and health products. Once finalized, this agreement aims to improve communication and coordination, leading to more effective actions against the influx of illicit substances.
Dr. Bawo emphasized the importance of monitoring all incoming drugs and medical devices to ensure they are thoroughly evaluated by the appropriate authorities. He insisted that controlled substances must be identified, allowing the LDEA to take necessary enforcement actions in cases of abuse.
LDEA Director General Souh reiterated his agency's commitment to partnering with the LMHRA to safeguard the nation from harmful and unauthorized medicines. He confirmed that any illicit health products discovered at the borders would be confiscated and handed over to the LMHRA for secure disposal.
Luis Diaz, an Enforcement Officer with the United Nations Office on Drugs and Crime (UNODC) in Liberia, raised concerns about the rising presence of narcotics, including tramadol and other dangerous opioids like Tapentadol. He praised the collaboration between LMHRA and LDEA, highlighting its significance in strengthening Liberia’s regulatory systems and protecting public health and safety.

- BACKGROUND
The Government of Liberia, through the Monrovia and Paynesville Cities Corporations is seeking partnership in the development of a sustainable and integrated waste management system in greater Monrovia. As such, the cities invite qualified interested partners to present a proposal with concept and cost for the design, construction, financing and operationalization of integrated waste management systems across Monrovia and Paynesville cities. As a part of the GOL ARREST AGENDA under SANITATION, this initiative further indicates our commitment to enhance environmental sustainability and public health through an improved waste management infrastructure.
Monrovia and Paynesville cities rapid urbanization and population growth which is currently 1,920,965 million inhabitants have led to significant waste management challenges. Current systems are overwhelmed, resulting in environmental pollution and public health risks. The waste generation rate is 0.65kg/capita/day. Accordingly, the current solid waste generated projection is 1,214 tons per day (Poyry, 2011), but the actual waste collected is 280.26 tons per day accounting for the average amount of 23 percent collection rate, which is one of the lowest in Sub-Saharan Africa. This implies that up to 77 percent of the solid waste is illegally dumped in ungazetted area. According to Africa Solid Waste Management Data Book, 2019, the waste in Monrovia can be characterized as mostly organic (43%), plastic (13%), paper (10%), textile/wood/rubber/leather (11%), glass & metals (3%) and miscellaneous (17%). Currently, the Whein Town Landfill host 325,000m3 of waste with the associated slope of 20m and has an excess waste of 55,000m3
- PROJECT OBJECTIVES:
To develop a comprehensive system that will include waste collection and disposal (with clear support at the primary and secondary levels), material recovery facilities (in support of composting, recycling, / waste to energy), as well as specialized facilities for the treatment of medical and liquid waste. The project also involves urgent attention to our existing Whein Town landfill site, the upgrade and management of existing transfer stations as well as the construction of new engineered landfills, and transfer stations as may be needed including removal of the legacy waste from the cities of Monrovia and Paynesville to the waste plant(s);
- To minimize environmental impacts associated with waste management;
- To enhance public health and sanitation;
- To promote sustainable waste management practices, including waste reduction, reuse, and recycling;
- To create local employment opportunities;
- To increase access to Energy / electricity;
- To ensure a new and sustainable revenue stream for the City Corporations.
- PROJECT SCOPE:
The overall proposal must demonstrate roll out in a phased approached reflecting Short, medium, and long term interventions.
The consulting services (“the Services”) include:
Phase 1: Planning and Design
- Conduct a comprehensive site assessment and technical feasibility for the current and proposed landfill and transfer station locations;
- Conduct a study of waste composition within Monrovia and Paynesville cities;
- Include detailed engineering designs for all infrastructure components.
Phase 2: Construction and Installation
- Oversee the construction and installation of all infrastructure components according to approved designs and specifications;
- Ensure adherence to quality control standards and environmental regulations throughout the construction process.
Phase 3: Operation and Maintenance
- Develop and implement operational procedures to manage the facilities;
- Provide ongoing maintenance and repair services for all infrastructure components.
Phase 4: Capacity Building
- Train local personnel on the operation and maintenance of the facilities.
- Work closely with the cities to prepare and conduct a comprehensive awareness and education program around waste management within Monrovia and Paynesville
- Capacity building of SMEs and CBEs through human resource, and logistical support.
The duration of this assignment is 25 years subject to renewal depending on satisfactory performance.

Audit Senior:
The Audit Senior should have a Bachelor’s degree in Accounting, finance, or a related field and have not less than 5 years post-qualification experience in financial auditing, including auditing experience of accounts of entities comparable in size and complexity to PR and SRs, adequate experience in with ISAs or INTOSAI standards, a university degree in accounting/finance or equivalent. 1. Chief Legal Counsel (1 Position)
Background
To contribute to the attainment of the Legal Department’s goals as outlined in the CBL Strategic Plan. To work as Head of the Legal Team in providing professional services: legal advisory services, legal drafting and review, legal representation and other legal services as well as ensuring compliance with CBL policies and applicable labor laws of Liberia.
Summary of Duties and Responsibilities:
-Legal Advisory Services: This entails advising the CBL and all its departments/units as well as governors, executives, managers, staff and employees concerning all aspects of the CBLs’ operations and the legal requirements related thereto.
-Legal Drafting and Review: This covers drafting and/or review of all agreements of any kind (including service agreements, employment agreements, leases, loan agreements, mortgages and other security agreements, memoranda of understanding, etc) to which the CBL is a party; any and all internal and external communications with legal implications or risks; all directives and regulations issued or to be issued by the CBL in the exercise of its statutory duties; proposed legislation(s), and any other material documentation.
-Legal Representation: This entails legal representation extend to and include representing the CBL before all Liberian courts including the Supreme Court of Liberia, administrative agencies and other bodies and commissions of Government, arbitral bodies and tribunals, and in meetings with bilateral and multilateral partners of the CBL.

The objective of the Consultancy services (“the Services”) is to implement and coordinate all procurement procedures for procurement activities under the Project. Summary
The Carter Center is seeking experienced evaluation consultants in Liberia with expertise in behavioral health and program evaluation. The consultant(s) will be responsible for implementing an evaluation design that is currently being co-developed by key stakeholders and the Evaluation Core Team. Once selected, consultants will become part of this team, contributing to strategic oversight and coordination to ensure the evaluation aligns with organizational priorities and stakeholder needs.
Background and Context
The Global Behavioral Health Initiative in Liberia has been in place since 2009, implementing various interventions aimed at improving mental health outcomes. Given the program’s long history and evolving nature, a comprehensive evaluation is a committed deliverable. The evaluation will assess the impact of these interventions through a mixed-methods approach, combining qualitative and quantitative data collection and analysis.
However, to ensure that the evaluation is rigorous and meaningful, it is essential to first establish a complete historical record of the initiative. As a result, one of the preliminary priorities has been documenting the intervention model, capturing its evolution, strategies, and implementation over the years. This documentation process is nearing completion and is a foundational step in defining the evaluation scope and key questions.
Given this phased approach, the specific evaluation scope and questions are expected to be finalized by April 2025, aligning with the timeline outlined below. Internal evaluators will be in Liberia from April 11–16, 2025, and will conduct in-person meetings and interviews with interested evaluation consultants. These engagements will provide an opportunity to discuss evaluation methodologies, expectations, and contextual insights ahead of the finalization of the evaluation design
Scope of Work and Responsibilities
The evaluation consultant(s) will be responsible for:
- Reviewing and refining, if needed, the evaluation design,
- Producing an inception report of the evaluation,
- Conducting data collection in line with agreed methods and protocols,
- Conducting data analysis according to the pre-defined data analysis plan,
- Leading validation workshops or data parties with interest holders,
- Producing a draft evaluation report,
- Producing the final report in collaboration with the Evaluation Core Team

Background
The STAR-P was approved by the World Bank Board of Directors on January 15, 2019. The Project Development Objective (PDO) is to increase agricultural productivity and commercialization of smallholder farmers for selected value chains in selected counties. The USD 25 million financing agreement was signed on February 15, 2019, and the project became effective on June 28, 2019. The project is co-financed on a pari-passu basis with IFAD. The USD 23 million co-financing was approved by the IFAD Board in September 2019 and the Financing Agreement was signed on 21 November 2019.
The Project Development Objective (PDO) is to increase agricultural productivity and commercialization of smallholder farmers for rice, oil palm, and horticulture value chains in selected counties of Liberia.
Objective of the Assignment
The objective of this assignment is centered on sub-component 1.1 of the STAR Project’s approved Annual Work Plan and Budget for 2025, Strengthening market-oriented smallholder farmer groups.The goal of the assignment is to facilitate enhanced agricultural operations by leveraging cutting-edge technologies and best practices to optimize agricultural operations, enhance productivity, and promote sustainability. This activity will be supported by extension workers in collaboration with the MoA and other relevant stakeholders.
This Assignment, to be carried out by a selected firm, is intended to promote the upscaling and adoption of good agriculture practices, climate-smart agriculture technologies and agribusiness best practices that will result in sustainable and increased production and commercialization of major crops.
It is expected that the selected firm will carry out the following activities:
- Develop user-friendly, practical, and context-specific training manuals for crop and livestock production.

(GRMs), and conduct community awareness sessions on project activities and E&S safeguards.
- Capacity Building and Training o Develop and deliver onsite training programs for County Focal Person and grantees on E&S safeguards, including ESMP implementation, OHS, and waste management, and provide coaching and mentoring to the grantees.
- Regular Compliance Audits o Develop a schedule for regular E&S compliance audits, and conduct periodic audits and provide recommendations for corrective actions.

ADB/RFP/COLR/2025/001 – PROCUREMENT OF CONTRACTOR FOR PRIVATE SECURITY GUARD SERVICES
The African Development Bank (hereafter designated as “the Bank”) is desirous to secure the services as per above listed tender for its Country Office based in Monrovia, Liberia. Only legally registered companies that have competency, capacity and skills to carry out these activities are invited to bid.
- The bid documents can be obtained on the Bank’s website, http://www.afdb.org/en/about-us/corporate-procurement/procurement-notices/current-solicitations/ .Bidders may also make enquiries from Tender_COLR@AFDB.ORG should they encounter some problems with downloading or printing of the same bid documents. On all communications Bidders should state the bid number and its nomenclature.
- The pre-bid meeting and site visit shall be on 28th February 2025 at 10:00 AM in COLR compound located in Sophie Community, Congo Town, Monrovia.
- Interested bidder should send email to Tender_COLR@AFDB.ORG to request for the connection link before that date
- The Closing date for these bids is 14th March 2025 at 5:00 PM local time in Liberia. It is the responsibility of the Bidders to ensure that the bids reach and arrive at the Bank’s offices on time, and any late bids will not be considered by the Bank.
- The sealed bids should be deposited in the tender box installed in the Security booth and should be registered by the Security Personnel of the Bank.
- Bidders must originate from the Bank’s member countries, a list of which is provided at http://www.afdb.org/en/about-us/members/ and the list is also on the bid document.
- Submission may be made by hand or by registered mail or courier or through email and late bids shall be rejected.
