The grand jury of Montserrado County before Judge Roosevelt Z. Willie of Criminal Court “A” has indicted several persons for allegedly stealing USAID’s donated drugs in Caldwell.
The defendants were indicted for Criminal conspiracy, Criminal facilitation, Theft of Property, and Economic Sabotage.
Those accused are Jianjay Moore Potter, Bandu Mamie Walley, Mamadou Sow, Cecelia Kumba Blama, Alex Kokolia, Winston Logan, Baimba J. Adam, Mathilnue Dukuly Fahnbulleh, Comfort K. Falkornia, Joseph Guddah, Security expert guard Agency of Liberia officers Peter Dioh Brown to be identified, John T. Harris, Moses Dean, Henry Flomo, Benetitus J. Sarteh, Archie S. Gayem, Korpo Feteku, Love M. Kamara, Moses Y. Werelleh, Rose Zarnmie, Carmelina S. Brown, Antoinette S.D. Jaiah, Mercy D. Johnson, Rebina S. Bono, Winston Logan, Kolu Zokabolor, J. Ebenezer Yelorbah, Daniel Flomo, and others to be identified.
According to their three counts indictment, from April 1 to September 30, 2022, the named defendants in the employ and their respective capacities as employees and security of the Center Medicine Store illegally, without the fear of God conspired with wicked, criminal intent and minds surreptitiously stole, took and carry away drugs donated by USAID to the Liberian Government which were intended to save the lives of Liberian people, did do and commit theft of property.
The indictment further avers that the defendants illegally stole and took away the said drugs which cost or were valued at US$488,428.2, thereby denying the Government of Liberia and its people the right and benefit of the said drugs.
The acts and conducts of the defendants herein are wicked, criminal, and illegal.
The indictment also stated that the named defendant Baimba Adam, Assistant warehouse manager, single-handedly received the Artesunate injectable on September 13, 2022, and could not make available the original copies of the waybill and goods received a note to the data clerk for processing thereby creating a condition for the said injectable to be unaccounted for by the M-supply system of Center Medicine Store (CMS) of the Ministry of Health, Republic of Liberia.
The indictment further revealed that during an internal audit conducted by the Central Medicine Store from April 1-September 30, 2022, it established the following:
It was established that 30,608 packs of Artesunate injectables valued at US$41,320.80 could not be found in the warehouse where they were supposed to be located.
Another batch of Artesunate injectable variance cost of US$60,007.50 was not captured by the M-Supply.
Although 74 packs of artemether 20mg lumefantrine 120mg tab946(adult)30 tabs were issued to the Center medicine store facility, only 10 packs were received by the said institution.
That defendant Fahnbulleh, who is the reception pharmacist of the Center Medicine Store conspired and connived with defendants Adam, Falkornia, Guddah, the Security Guard Expert of Liberia officers Dean, Flomo, Sarteh, Brown, Jaiah, and Johnson, and intentionally decided to stay away from their respective duties thereby creating an easy way to steal, take away the drugs owned and belonging to the people of Liberia through USAID.
That defendant Fahnbulleh’s conduct by willfully staying away from work without proper justification was in total violation and outside of her scope of operation as reception pharmacist of the CMS after receiving the documents on September 3, 2022, and having the pre-alert documents for the malaria drugs that was to be delivered at the (CMS) is criminal, reckless, purposely, wicked and intentional for the commission of the crime of theft of property.
Defendants Dean, Flomo, Sarteh, Jaiah, Johnson, and others to be identified willfully, purposely, with criminal intent and minds connived, conspired with other employees assigned to the CMS warehouse in Caldwell, and committed the crime of theft of property.
Defendants Potter, Walley, Sow, and Blama, who are owners of various drug stores in Paynesville City and Central Monrovia, were found with stolen medical drugs in their respective drug stores which they don’t have any justifiable reason during a legal search and seizure conducted by the pharmaceutical crime action team P-CAT.
That defendant Security Expert Guard of Liberia officers named earlier and others to be identified of the City of Monrovia intentionally decided not to enforce their scope of operation on the security and access control of the center medicine store CMS compound which says the security guard provides a third party independent check on all movements of stock in and out of the warehouse and that the security guard shall be the first point of contact of any vehicle arriving at the warehouse for bound shipments or dispatch purposes.
And that the security guards shall enter all relevant information into the vehicle log book of all vehicles entering the compound of the warehouse.
The failure of the security guard service to adhere to the herein regulations was reckless, purposeful, and intentional, hence the crime of theft of property was committed by the co-defendants.
Defendants Joseph Guddah and Korpo Feteku were the ones responsible for monitoring the forty CCTV day and night but with the criminal intent and mind to commit crimes against the people of the Republic of Liberia, they intentionally switched off the cameras that were focusing on key areas of the center medicine store which conduct of the defendants resulted to committing theft of property.
Defendants Potter, Walley, Sow, and Blama owners of Jay Medicine Store, located on AB Tolbert Road, Paynesville City; the BMW Pharmacy located on Gurley Street in Central Monrovia, and the Goodness of God Medical Clinic located on Du-port Road, Paynesville City respectively, knowingly, purposely, intentionally connived and conspired with defendants Kokolia, Logan, Adam, Fahnbulleh, Falkornia, Guddah, security expert guard agency of Liberia officers and many others including others to be identified knowingly, purposely and recklessly committed the crime theft of property.
Defendants Logan, Zokabolor, and Yelorbah, were all data clerks of the Center Medicine Store (CMS) but did conspire not to include the September 13, 2023 drugs received by them which made their actions criminal against the peace-loving people of Liberia.
