UN Women Deputy Country Rep. Urges Gov’t. …To Implement UNSCR ON Women Peace and Security

Deputy country Representative and OiC of UN Women Liberia has urged the three branches of government, Executive, Legislature and Judiciary to unanimously support the Gender Ministry in implementing the UN Security Council Resolution 1325 on Women peace and security.
Ms. Sangeeta Thapa said while the Ministry of Gender, Children and Social Protection has taken a lead role in the preparation of the National Action Plan (NAP), it is actually the responsibility of the three branches of government to implement the UNSCR on women peace an security.
The UN Women Deputy boss made the disclosure recently in Monrovia at the Mamba Point Hotel, during the validation of the 2nd Phase of the LNAP on women, peace and security facilitated by UN Women and funded by the Swedish Embassy and the United Nations Peace-building Fund.
She lauded Liberia’s commitment to implement the UNSCR 1325 by being one of the first countries to develop a National Action Plan from 2009 to 2013 including women in peace-building and conflict resolution processes.
Ms. Thapa highlighted some of the major achievements of the LNAP 1st which began in 2009 to be the development of National Gender Policy, approval of the Anti-Trafficking Act, the development of a Policy on Crime Prevention which encompasses crimes of sexual and gender-based violence; the establishment of Criminal Court “E”; and the creation of the Gender and Security Sector National Taskforce.
“Indeed, the endorsement of the second phase of the NAP WPS will seek to address conflict triggers to sustain peace efforts building on the lessons learned from the implementation of the first Liberian National Action Plan, she said.
According to her, comprehensive assessment was conducted in November 2015 which identified a number of challenges and recommendations that have been captured in the second phase of the NAP on women peace and security such as Limited or no financial resources and lack of ownership by line Ministries and Security Institutions.
“Despite global evidence of the benefits of investing in women, the failure to allocate sufficient resources to implement the women, peace and security agenda poses significant challenges to our efforts in peace-building and in women empowerment,” Ms. Thapa noted.
“I am delighted to be with you this morning for the validation of the National Action Plan on Women Peace and Security (NAP WPS). I am particularly pleased by the dedication and commitment shown by the Government of Liberia to promote the implementation of International gender commitments such as the Security Council Resolutions 1325 and its subsequent resolutions on Women, Peace and Security,” she concluded.
Also speaking on the occasion was the Minister of Gender, Children and Social Protection Williametta Saydee Tarr, whose Ministry leads the implementation of the LNAP said women are cardinal to the peace-building process in the country.
According to her, research has shown that the fragility of the Nation-State stems from citizens’ especially women and youth perception of marginalization, lack of opportunities, including access to basic social services and generic inequalities.
She noted that to curb such mindset which threatens the socioeconomic and political stability of the state, there is a need to reach out to community leaders and women living in rural areas providing health care and educational facilities.
In addition, Minister Saydee Tarr stressed the need to establishing peace huts in affected communities which will serve as strategies for peace building and conflict resolution in Liberia.
“With a transformative potential, this LNAP is a powerful tool for moving from exclusive to inclusive democratic decision-making, from gender inequalities to gender justice and from conflict and violence to sustainable and feminist peace-building, she pointed out.
“Women’s agency, voice and capacities, as well as a real gender perspective are critical to local dialogues, better policies and more equitable decision-making and negotiations,” Minister Saydee Tarr added.
