Margibi County electoral district 4 Rep. Emmanuel Yarh, has delivered his first annual legislative report to his constituents showcasing his commitment to empowering youth and women while addressing crucial community needs.
The report was delivered at a well-attended gathering in Larkay-Ta Township on Wednesday, March 26, 2025. In attendance were township commissioners, clan and town chiefs, community and youth leaders, religious leaders–Muslim and Christian, students, members of the joint security, and women representatives among others.
The report outlined the lawmaker’s achievements from January 2024 to January 2025, emphasizing diverse initiatives that have positively impacted residents of the district.
During the gathering, Rep. Yarh revealed significant strides in youth and women empowerment stemming from intense interactions with the local youth prior to the 2023 election.
One of Yarh’s flagship projects includes the establishment of a Technical and Light Duty Skills Training School in Larkay-Ta, executed in partnership with the Kakata Trainees Empowerment Center (K-TEC).
The lawmaker in the report disclosed that the first phase of the program proved successful, with over 500 young individuals signing up for courses, resulting in the graduation of 402 of them.
Yarh stated that this endeavor was funded entirely by him at a cost of US$17,910 something he described as a pivotal investment aimed at securing better futures for the region’s youth.
Recognizing the tough economic landscape, Rep Yarh explained that he also directed financial support towards the empowerment of women through the distribution of L$1million among women’s groups in Kakata and Larkay-Ta.
He said additional funds have been allocated for market-related activities to promote self-reliance and enhance financial stability for women within the district.
Furthermore, the district 4 representative mentioned that implementation of a monthly remittance scheme has provided vital financial assistance to at least 27 residents, with the disbursement of US$19,200 by the year’s end thereby demonstrating Yarh’s commitment to accountability and close ties with his constituents.
Talking about education, Yarh stated that education remains a key focus of his initiatives as such, his personal financial assistance/scholarship program has offered support to 92 students from self-sponsoring backgrounds, enabling them to pursue their studies.
With the provision of US$20,000 from China Union as part of the company’s social corporative responsibility, around 200 students aspiring for higher education in the district, are potentially benefiting from scholarship through this funding.
Beyond financial initiatives, Yarh added that he is addressing pressing infrastructure challenges. He asserted that the acquisition of an earth-moving equipment (yellow machine) and a dump truck has significantly aided the construction and rehabilitation of vital roadways, improving connectivity significantly.
According to him, notable projects include the Sherman Farm to Yemen road, enhancing transportation for residents and benefiting local entrepreneurs, such as market vendors like Ma-Nuwah.
As for health and sanitation, Rep Yarh maintained that these areas received attention with the investment of over US$11,270 into waste disposal efforts, leading to cleaner communities and the launch of a Cleanest Towns Awards Program to foster community participation in environmental upkeep.
In an effort to promote transparency, the lawmaker averred that he established the District Development Council (DDC), inviting residents’ involvement in governance.
Yarh said through various district meetings, he has tackled critical issues such as the management of the China Union Scholarship Fund and the distribution of legislative resources, reinforcing trust and empowering residents to voice their concerns.
As he looks to the future, Rep Yarh pledges to introduce more programs aimed at empowering youth through competitions, skills training, and sporting activities.
