The Executive Director of the National Commission on Disabilities (NCD), Samuel Dean, is calling on the government of President Joseph Boakai to allocate at least 15% of Liberia’s annual national budget to disability development, describing it as a crucial step toward achieving equity and inclusion for persons living with disabilities.
Dean made the call on Wednesday, April 9, following his return from the 3rd Global Disability Summit held in Berlin, Germany.
The summit brought together government leaders, civil society organizations, and disability rights advocates from over 100 countries to chart a global path forward for people with disabilities.
In his remarks, Dean emphasized the pressing need for increased government investment in the disability sector, stating that while the Liberian government has demonstrated a commitment to inclusivity, that commitment must now be backed by tangible action and sustainable financial support.
“If Liberia were to invest just 15% of our annual budget toward disability development, we could lift countless individuals out of poverty and despair,” Dean stated. “This is not just a development issue—it is a fundamental human right.”
As part of the Liberian delegation to the summit, Dean participated in a range of high-level sessions and forums focused on disability-inclusive development, data collection, and public engagement.
He stressed the importance of involving individuals with disabilities in decision-making processes to ensure that policies reflect their real needs and experiences.
“It is imperative that persons living with disabilities have a seat at the table,” Dean said. “We cannot craft effective policies for our people if we exclude their voices from the very conversations that shape their futures.”
Citing Australia as a model for disability investment, Dean highlighted how strategic funding can transform lives and economies alike.
He also echoed the sentiments of fellow summit participant Cara E. Yar Khan, affirming that “disability equity can transform lives.”
The NCD Director further referenced Liberia’s recent endorsement of the Amman Berlin Declaration, which commits signatories to closing a staggering US$4 trillion global financial gap in disability support. Dean praised the declaration as a historic milestone, urging Liberian authorities to live up to its promise.
“Liberia’s signature on this declaration reflects our dedication to creating a truly inclusive society,” he noted. “There can be no development without disability equity.”
Dean concluded with a passionate appeal to the Boakai administration: “Let us champion this cause with compassion and resolve. Investing in disability development is not only a moral obligation—it is the right thing to do for our people and our country.”
