THE RESPITE COORDINATION UNIT (RCU) FOR THE EIGHTEEN MONTHS BEGINNING JULY 1, 2023, TO 31ST DECEMBER 2024

The Governments of Liberia, Sierra Leone, Togo, and Chad have received financing from the World Bank towards the cost of the Regional Emergency Solar Power Intervention Project (RESPITE) and intends to apply part of the proceeds for Consultancy Services for Financial
Audit from July 1, 2023, to December 31, 2024, for the RESPITE Coordination Unit (RCU)
The objective of the audit of the project financial statements is to enable the auditor to express a professional opinion on the project’s financial position for the 18 months period to 31st December 2024 of funds received and expenditures incurred and report on any areas of non-compliance identified in carrying out the audit with the respective Financing Agreements and Project Implementation Manuals (howsoever called). The project’s books of account provide the basis for the preparation of the financial statements and are established to reflect the financial transactions with respect to the project.

The RCU now invites qualified and eligible firms to express their interest in providing the required Services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, descriptions of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
Please note that the contract will be awarded on a framework basis.
1. QUALIFICATION AND EXPERIENCE OF THE FIRM:
- The firm must have no less than 5 years’ experience in auditing World Bank or donorfunded projects.
- The firm must demonstrate the availability of Competent staff with relevant qualifications and experience to undertake the assignment.
Key Experts
Audit Manager:
The Audit Manager will be a professional Accountant (CA, ACCA, ACA, CPA) or equivalent professional qualification and have not less than 10 years post-qualification experience in financial auditing, including auditing experience of accounts of entities comparable in size and complexity to the PR and SRs, adequate experience in ISAs or INTOSAI standards, a university degree in accounting/finance or equivalent. Experience in auditing donor-funded programs will be required.
Audit Supervisor:
The Audit Supervisor will be a professional Accountant (CA, ACCA, ACA, CPA) or equivalent professional qualification and have not less than 8 years post-qualification experience in financial auditing, including auditing experience of accounts of entities comparable in size and complexity to PR and SRs, adequate experience in ISAs or INTOSAI standards, a university degree in accounting/finance or equivalent. Experience in auditing donor-funded programs will be required.
Audit Senior:
The Audit Senior should have a Bachelor’s degree in Accounting, finance, or a related field and have not less than 5 years post-qualification experience in financial auditing, including auditing experience of accounts of entities comparable in size and complexity to PR and SRs, adequate experience in with ISAs or INTOSAI standards, a university degree in accounting/finance or equivalent. Experience in auditing donor-funded programs will be required.
