Foreign Ministry Launches Service Delivery Charter to Boost Accountability and Efficiency

The Ministry of Foreign Affairs of Liberia has unveiled its Service Delivery Charter (SDC), an initiative aimed at improving transparency, efficiency, and public engagement.

The charter serves as a guiding framework for the Ministry’s operations, outlining clear service commitments to citizens and the international community.

By enhancing accessibility and responsiveness, the initiative is expected to streamline processes, strengthen accountability, and improve the quality of consular and diplomatic services.

The launch of the SDC aligns with the broader governance reforms spearheaded by President Joseph Nyuma Boakai, Sr., who took office on January 22, 2024.

Under his administration’s ARREST AGENDA for Inclusive Development (AAID), all government institutions have been mandated to sign performance contracts ensuring efficient and transparent service delivery.

In compliance with this directive, Minister of Foreign Affairs, H.E. Sara Beysolow Nyanti, signed a performance contract with the President on October 21, 2024.

The agreement set forth key performance indicators, including the development of the SDC and improvements in the Passport & Visas Division to enhance efficiency and credibility.

Minister Nyanti emphasized the significance of the new charter “The launch of this Service Delivery Charter is a pivotal moment for the Ministry of Foreign Affairs. We are strengthening our accountability and ensuring that we meet the expectations of the Liberian people and our international partners. This initiative will allow us to serve the citizens of Liberia and our foreign counterparts more effectively and transparently.” Minister Nyanti stated.

The SDC introduces a structured approach to service delivery within the Ministry designed to enhance Information Sharing – Provide clear, accessible, and accurate information on services offered by the Ministry.

Second, establish Service Standards – Set expectations for service delivery to strengthen relationships between the Ministry, Liberians, and the international community.

Third, improve Service Efficiency – Ensure high-quality, accessible, and timely services in line with international best practices; support Professional Development – Invest in training and capacity building for Ministry staff.

Finally, reinforce Internal Controls – Implement clear structures and systems to ensure transparency, accountability, and operational efficiency.

The Ministry of Foreign Affairs plays a critical role in safeguarding Liberia’s interests on the global stage, managing diplomatic relations, advancing economic and political initiatives, and providing essential consular services to citizens and foreign nationals.

The Service Delivery Charter will apply across all units, departments, and diplomatic missions, including key divisions such as the Department of Foreign Affairs, Department of Legal Affairs, Department of International Cooperation & Economic Integration, and the Passport & Visas Division.

By establishing clear service commitments, the Ministry aims to build trust between the government and the public, ensuring that Liberia’s global engagement remains effective, transparent, and accountable.
