Foreign Ministry Launches Service Delivery Charter

The Ministry of Foreign Affairs has unveiled its Service Delivery Charter (SDC), an initiative designed to provide citizens and the international community with clear information about the Ministry’s services, foster stronger relationships, and enhance accountability in its operations.
The launch of the Service Delivery Charter aligns with President Joseph Boakai’s broader vision for national development. In January 2025, the President introduced the ARREST AGENDA for Inclusive Development (AAID), a five-year strategic plan aimed at promoting economic growth and ensuring efficient public service delivery.
As part of this initiative, the Minister of Foreign Affairs signed a performance contract, setting key benchmarks for improving the Ministry’s efficiency, including the publication of the Service Delivery Charter and upgrades to the Passport & Visas Division.
The Service Delivery Charter outlines several improvements in the processing and issuance of essential documents.
Regular passports will now be processed within seven working days, while expedited passports will be ready within 24 hours.
Regular visas issued at embassies will be processed within seven working days, while expedited visas will be ready within three working days.
The filing of articles of incorporation will now be completed within 15 working days, consular services at foreign missions will be processed within 10 working days, and attestation of national and legal documents (Apostille Certification) will be finalized within five working days.
To further streamline services and reduce delays, the Ministry has introduced several key operational changes.
Appointment slots for passport and visa applications have been extended allowing more applicants to be accommodated while reducing overcrowding.
Passport pickup has also been made more efficient with a new alphabetical organization system, enabling applicants to collect their passports daily by presenting their receipts and signing for their documents while the interview process for passports has been streamlined, with immigration officers and passport interviewers now conducting joint interviews.
This consolidation ensures thorough cross-checking and provides safeguards against any mistreatment of applicants.
Speaking at the launch, Foreign Minister Sara Beysolow Nyanti reaffirmed the Ministry’s dedication to improving service delivery. “The launch of this Service Delivery Charter is a pivotal moment for the Ministry of Foreign Affairs. We are strengthening our accountability and ensuring that we meet the expectations of the Liberian people and our international partners. This initiative will allow us to serve citizens and foreign counterparts more effectively and transparently.”
The Ministry emphasized that these reforms are part of its broader mission to protect Liberia’s sovereignty, strengthen diplomatic relations, and promote peace and unity as Liberia continues to expand its global presence, the Ministry remains committed to delivering world-class services while upholding the nation’s strategic interests.
With these improvements, the Ministry of Foreign Affairs is taking a proactive step toward modernizing its operations, ensuring that citizens receive timely and reliable services, and reinforcing Liberia’s position as an accountable and forward-looking nation in the global community.
