An emerging Project Management Professional and Database Management expert has lauded the recent launch of the National Identification Registry (NIR) two-million enrollment project, describing it as a milestone achievement in boosting Liberia’s economic development and strengthening security surveillance.
Fredee Konway, currently pursuing a master’s degree in Project Management at Yunnan University of Finance and Economics in the People’s Republic of China, believes the implementation of this initiative will significantly enhance revenue generation and improve multiple sectors of governance.
According to Konway, prioritizing citizens’ identification is a crucial step toward Liberia’s development and security operations.
He emphasized that a comprehensive national database will empower the country to effectively combat crime and criminals.
“Good governance and transparency serve as the backbone of the ARREST Agenda, and this biometric enrollment project is a critical tool in ensuring accountability, efficiency, and trust under the UP-led government.
By providing secure and verifiable identities for two million citizens, this initiative will enhance public service delivery, ensure social welfare programs, improve electoral transparency, and strengthen security operations while driving economic growth,” he asserted.
The National Identification Registry (NIR) recently launched and commenced the enrollment of two million Liberian citizens into the National Biometric Data System.
This system is a key component of the World Bank-funded US$30 million Governance Reform and Accountability Transformation (GREAT) project.
The GREAT project aims to enhance digital access to selected public services, increase tax revenue, and improve transparency within Liberia’s accountability institutions.
The NIR is among several government agencies benefiting from this initiative, reinforcing its role in national development.
Meanwhile, Konway highlighted that the World Bank-funded initiative is not just another project but a national milestone aligning with the ARREST Agenda of the Unity Party-led government under President Joseph Nyuma Boakai.
The ARREST Agenda prioritizes Agriculture, Roads and Infrastructure, Rule of Law, Education, Sanitation and Healthcare, and Tourism—sectors vital to Liberia’s progress.
Speaking, further, Konway commended NIR Executive Director Andrew Peters for his leadership in ensuring that multiple national challenges are addressed through what he termed as population accountability.
He noted that under the leadership of Andrew Peters, the NIR has achieved remarkable progress, making it one of the most functional government institutions.
He praised Peters for his visionary leadership and unwavering dedication to national development.
According to Konway, Liberia is advancing toward a modern, digitized governance system that promotes efficiency, accountability, and progress—values enshrined in President Boakai’s commitment to the Liberian people.
He further stressed that the initiative will strengthen national security by reducing identity fraud and illegal activities, while also promoting economic inclusion by enabling more Liberians to access financial services and employment opportunities.
As the NIR continues its enrollment process, stakeholders and citizens alike anticipate the broader impact of this initiative in transforming governance, enhancing security, and fostering economic prosperity across Liberia.
