LLA Employees Attend Sub-regional Training In Accra

Five staff of the Liberia Land Authority (LLA) recently participated in a five-day training workshop from October 7-11, 2019, on how to select and employ consultants in World Bank (WB) funded projects. The workshop, which brought participants from Nigeria, Ghana, and Liberia was held at the Executive Conference Center of the Ghana Institute of Management and Public Administration (GIMPA), and sponsored by the WB in collaboration with GIMPA. The LLA is currently implementing the WB funded five-year (2017-2022) Liberia Land Administration Project (LLAP), with the objective to strengthen the institutional capacity of the Liberia Land Authority and establish a land administration system.
The objectives of the training workshop were to:
Increase the skills of project personnel in the selection and use of consultants, and
Equip practicing consultants with the necessary skills to confidently prepare responsive consultancy proposal.
During the workshop, which was facilitated by experts and professionals from GIMPA, several topics including the below were presented followed by discussions, group assignments and presentations.
World Bank new procurement framework on consultancy services.
Procurement planning.
Preparation of Terms of Reference (ToR).
Advertising, shortlisting and issuance of letters of invitation.
Selection methods, evaluation criteria.
Types of contracts and importance of conditions of contracts
Management of contracts.
Supervision and evaluation of consultants’ performanc
The LLA staff that participated in the training workshop have functional relationship with the implementation of the LLAP, and are expected shortly to prepare a report and make a presentation to the senior management team of the LLA. Those that participated included Stanley N. Toe, Executive Director; Daniela Gray-Johnson, Project Director/Interim Project Implementing Unit (PIU) Coordinator; Julius Vayamba, Procurement Manager; Julius Kawa, Land Policy Officer; and Lincoln Flomo, Monitoring & Evaluation Officer.
Since the start of the implementation of the LLAP, staff of the Project Implementation Unit and the LLA have benefited from several out-country training programs, attended international conferences, and participated in a study tour outside Liberia to build capacity in a number of areas, network, and learn from cross country experiences on land reform.

    Today, I went to the beach front with my children.
