13th Judicial Circuit Judge Calls For Speedy Justice

The assigned judge of the 13th Judicial Circuit Court in Kakata, Margibi County, Golda Bonah Elliott, has called for speedy justice and the preparedness of lawyers.
Delivering her charge at the opening of the May Term of court on Monday, Judge Elliott emphasized the importance of expediting trials, particularly criminal and ejectment cases, which have significant impacts on public confidence in the Judiciary.
She highlighted the constitutional right to a fair and speedy trial, noting that prolonged delays in criminal and ejectment cases erode this right and complicate enforcement of judgments, sometimes leading to public disorder.
The judge pointed out some challenges such as the limited number of jurors, which restricts the court to conducting about two to three jury trials per term.
She urged lawyers and their clients to be fully prepared for trials to proceed without interruption, aiming to complete at least five jury trials this term.
Delays caused by unpreparedness or lawyers’ refusal to accept notices of assignments were strongly discouraged, with the judge warning against abrupt withdrawals without proper client arrangements.
Judge Elliott also reminded lawyers of their obligation to file legal memoranda on law issues, stressing that compliance is more important than fines imposed for non-compliance.
The court has implemented more flexible procedures for case assignments, allowing lawyers to request assignments without traveling to Kakata, to facilitate smoother case management.
“Trial conferences will continue to be held to mark exhibits and set trial procedures.
Trials will proceed consecutively day-to-day, with no excuses accepted for absent witnesses.
Subpoenas must be requested before trial commences, and requests for subpoenas for documents must be stated in pleadings” she announced.
Judge Elliott called on all judicial actors to uphold the principles of fairness, equality, and truth to restore public trust in the justice system.
She invoked the need for serenity, courage, and wisdom as the court embarks on this new term, underscoring the sacred duty to administer justice diligently and efficiently.
Assigned again by Chief Justice Sie-A-NyeneYuoh, Judge Elliott expressed gratitude for the trust placed in her to preside over this term and acknowledged the dedication of court staff and lawyers during the previous February term.
She reaffirming her commitment to the efficient and fair dispensation of justice.
The 13th Judicial Circuit Court, which meets quarterly in Kakata, holds jurisdiction over a wide range of cases in Margibi County, including criminal, civil, and specialized courts such as debt and traffic courts.
Judge Elliott’s charge sets a determined tone for the May 2025 term, prioritizing speedy trials and enhanced cooperation among lawyers, clients, and court officials.
